Annual Meeting
Minutes: January 18, 2009

President Ellen Kesterson determined that a quorum was present and called the meeting to order at 11:01am.  Pastor Clairnel Nervik led the group in prayer.
 
Agenda: The proposed agenda in the annual report packet was reviewed and adopted.
 
Minutes:  The congregation reviewed the minutes.  Bruce Hackmann made a motion to accept the minutes from the 2008 annual meeting with a correction of a typo in Review of Special Reports paragraph.  Deletion of the word, was, in the second sentence.  Sharon Bullard seconded the motion.  The minutes were accepted.
 
Review of Special Reports:  The congregation reviewed the special reports.  Steve Diederich moved to accept the special reports.  Gerald Buescher seconded the motion. The reports were accepted.
 
Review of Report of Pastor 2009:  The congregation reviewed the Report of the Pastor 2009.  Pastor Clairnel Nervik expressed her thanks to everyone for their generous gifts through the past year and for those who gave to various projects.  Joel Bullard moved to accept the Report of Pastor 2009.  Rose Walker seconded the motion.  The Report of Pastor 2009 was accepted.
 
Financial Report:  Treasurer Steve Diederich briefly reviewed the figures provided in the year-end report.  Steve Diederich opened the floor for questions.
·      Cemetery Funds:  Steve Diederich noted that the interest earned on the Cemetery CD was transferred to the General Fund to take care of cemetery mowing.
·      Giving:  Pastor Clairnel Nervik reported that the church has lost a member who has given substantial donations in previous years. 
·      Donations: Dale Lenger asked if the church sent thank you notes to recognize donations.  Danielle Diederich sends letters for tax purposes.  Clairnel Nervik noted that it is church policy to send thank you notes for special giving’s. 
 Sharon Bullard moved to accept the financial report.  Jim Kesterson seconded.  The report was accepted.
 
Proposed 2009 Budget:  The congregation reviewed the proposed budget.  President Ellen Kesterson briefly reviewed the figures provided in the 2009 budget.  
·      Pastor's Salary:  A salary increase was not built into the budget.  In lieu of a salary increase, the Council voted to give Pastor Clairnel Nervik an extra week of vacation.  Members voiced concern.  Ellen Kesterson explained that due to budget constraints we are not increasing the pastor's salary for 2009. 
·      Secretary's Salary:  A salary increase was not built into the budget.  Church secretary, Donna Meyer requested extra vacation instead of a salary increase.  In lieu of a raise, the Council voted to give secretary, Donna Meyer an extra week of vacation and all seven holidays off with pay.
·      Office:  There will be a significant increase in the copier expense due to a billing error by the vendor.  The church does not owe back money, but will be charged the correct amount for future billing periods.  Margaret Buescher volunteered to negotiate a contract.
·      Cutback:  A few items were removed from the budget that we have not spent money on in the past years.
·      OCM:  This year we will send a check with a request as to how we would like the money allocated ($6,000 OCM and $2,000 Camp MoVal).  OCM is changing the way they handle donations, because they are experiencing a budget crunch.  This will ensure part of our donation is allocated to support Camp MoVal.
·      Playground:  Roger Mertensmeyer inquired about the funds to repair the playground and the priority of the project.  Steve Diederich noted there is money designated in the memorial fund for the playground.  Ellen Kesterson reported that we are waiting on the Long-Range Planning Committee to meet and discuss.  The Council has approved emergency repairs to be made.
 
Kathy Belew moved to accept the budget as presented.  Cricket Hackmann seconded.  The budget was accepted.
 
Other Business:
·      Counting Committee:  President Ellen Kesterson and Treasurer Steve Diederich reviewed the process and procedures of the Counting Committee.  Members of the committee are Kathy Belew, Don Lacy and Danielle Diederich.  They are the only individuals that ever see the offering money.
·      Thank you notes:  Cindy Glascock volunteered to send thank you notes to individuals/groups outside of the church that give donations.
·       Council Members:  Rose Walker and Pastor Clairnel Nervik expressed thanks to the Council Members who served and finished their term on the Council.  Ellen Kesterson, Bruce Hackmann and Steve Wyatt were recognized, along with Steve Diederich for his many years of service and continued service.
 
Installation of New Council Officers:  Melanie Madore assumed the leadership of the meeting as acting President-Elect.  Council members for 2009 and 2010 were invited to participate in an installation service.

Report of the Pastor

There’s an old hymn that says, “The longer I serve him, the sweeter it grows.”  (my own paraphrase)  How appropriate!  It could well be our theme song here at Peace UCC.  2009 was a good year, filled with service, worship, fun, learning, laughter, and tears. 

We accomplished much for God and for the world this year.  Our men went on three mission trips, and accomplished their miracles for those who have suffered the destruction of a tornado.  Our youth went to Denver, along with youth from 5 other UCC churches.  There they served, learned, and grew in faith.  Our Women met weekly to quilt and to provide service through the money they raise.  Our caring committee continued their ministry of sending cards and providing prayer quilts.  Farmers grew a crop for the Foods Resource Bank.  People came together to raise money for ECH (formerly Evangelical Children’s Home) and to bring food for the food bank and Festival of Caring packages.  On “Share Peace” day, 27 people stayed and ate together, and made blankets to comfort and warm children in need, and Christmas ornaments for those who have lost theirs in a fire or other disaster.  We brought gifts for the Christmas Store at ECH, and mittens, hats, and scarves for children at the school.  We also adopted a large family in need here in the community for Christmas.  Probably I have left out some of the things we have done as part of our ministry of caring here at Peace UCC, but you get the idea.  We are good at doing what needs to be done, and taking seriously the words of the Lord’s Prayer:  “Thy kingdom come, thy will be done, on earth as it is in heaven.” 

We also spent time together learning, worshipping, and just having fun.  In January we had our first “One Read”, where we discussed the book “The Shack” in adult Sunday school and used it as the topic for our message in worship.  We put our new projectors to good use, with a delightful church history program, regular Sunday announcements, and to show pictures for special occasions like Erna’s birthday celebration and a wedding reception.  The projectors were also used extensively for Vacation Bible School.  We have had regular Sunday worship, and special services like the Blessing of the Animals, and the Pumpkin Festival worship.  We have shared meals—lots of great food! 

We have been looking forward to our future with the long range planning committee, and with the recommendation of an endowment fund.  We have made improvements to our building, and we are in the process of raising money for the roof.  We are very careful with our finances, yet we are able to maintain this marvelous old building.

We welcomed new members and welcomed back some who had moved away.  And we said good-bye to some dear friends, and shared our grief. 

Many thanks to all who have made all this ministry possible, especially to our volunteers, to our council members, to Donna (about the best church secretary anywhere) and Vera Jean (whose music continues to lift our souls and our spirits). 

As we look to 2010 and beyond, may we ever be faithful in seeking to follow Jesus in service and in love.

            Come March I will have been here for 4 years.  In ways it seems I have been here all my life.  Thank you for allowing me the privilege of being a part of the ministry of this church.  The longer I serve God, the sweeter it grows.

2009 Peace Circle Report
Peace Circle meets Thursdays from 9 a.m. to 4 p.m. to quilt.  A monthly business meeting is held on the second Thursday of each month.  We have 19 members.
The Circle quilted 9 quilts this year, which provides the income to purchase kitchen supplies, paper products, coffee and tea.  These supplies are used for all church activities including the annual Ham Dinner, the Pumpkin Festival Food Booth, Lenten Meals, and all other meals.  One quilt was pieced by Jo Hackman and quilted by the Circle for the raffle at the Ham Dinner.  The money from the raffle was donated to the church for replacing the roof.  We quilted a quilt for a family who lost their belongings in a home fire.  We sponsored Blanket Sunday.  We donated $550 to Peace Church for utilities.  We gave $100 for the Buddy Pack Program.  In November, we collected over two large barrels of food for the Food Bank as the Thanksgiving offering.
We co-sponsor with Hartsburg Baptist Church the World Day of Prayer and Thanksgiving services.   We served the Hilgedick Reunion, the Lodell Nistendirk Funeral Luncheon and the Orval Lenger Funeral Lunceon.  We completed 35 International Kits and 43 Missouri Kits for Festival of Sharing for a total non cash value of $1,482 and donated $86.00 cash.
We were asked to help in choosing the 40 cushioned chairs for the basement from the Lodell Nistendirk Memorial Fund.  We are grateful for this addition.
The Lauretta Hilgedick Memorial gave us the opportunity to purchase two new cooking stoves for the kitchen and a new, larger Bunn Coffee Maker for the basement.  We are grateful for this gift.
We look forward to another year of helping others through the fellowship and giving of our quilting circle.

2009 Caring and Connecting Ministry

 Caring and connecting ministry continues as a small part of a caring congregation.  We continue to minister by making visits to homes, hospitals and care facilities.  We make phone calls, send cards, offer prayers and coordinate and take food to families or individuals when needed.
 
There were requests for 14 prayer quilts, both for members of Peace Church and non-members.  The quilts were made and presented to the congregation for tying and prayers.  Many ladies of the congregation assisted in binding the quilts and pulling yarn.  Several small bouquets of flowers were given to recently bereaved families, as were a few baskets of things for families during long hospital stays.

2009 Historical Committee Report
             The Historical Committee acquires, restores and preserves the permanent records of the church, and maintains the Church Archives.  In 2009 we met weekly to inventory and catalog items donated to the Archives by members of our congregation, and to organize and prepare for the Peace Church History Day (May 31, 2009).   

            The Peace Church Archives’ electronic database currently has 345 entries, cataloging and describing records found in 24 boxes and four file drawers, dating back to the late 1800s and the organization of the church.  These entries include records of baptisms, marriages, funerals and confirmations.  Examples of other items include meeting minutes, photographs, annual reports, financial records, women’s circle records, newspaper clippings, and bulletins. 

          Many of the items in the Archive are very fragile.  In order to preserve the records for posterity, we are in the process of transferring them into acid-free folders, boxes and document cases.   We are also looking for ways to make these documents accessible to the congregation, without compromising the originals.  This may include transcription, digital imaging, or photocopies.   

          Peace Church’s early records are handwritten in German, which makes it challenging for people trying to look up information about their ancestors!  In 2009 we continued with our Deaths/Burials Transcription Project, in which we collected death/burial information in spreadsheet form, so that it could be easily searched by name, dates of birth or death, etc.   The initial phase of this project is complete, covering the years 1896 – 1959.  We’ve also gotten a good start on our next transcription project, covering the early marriage records from the church, which is currently complete through 1925.  Hopefully this will be an aid for people interested in their family or church history.

           In 2009 Peace Church celebrated its first “Church History Day.”  The Historical Committee put together a series of timelines documenting highlights along the way, created a slide show of photos ranging from the early 1900s through the current year, and set up a display table with photos and sample copies of our early church records, as well as copies of our transcription projects and Archives inventory.  The feedback we received was very positive, and we look forward to future opportunities to share the history of Peace Church with you!

2009 Peace Youth Fellowship
             Our small group continues to be part of a larger area group of youth and sponsors that gather every month at the home of Biff and Rev. Carol Barner.  During these meetings we are learning about one another and preparing for our next mission trip.  It is exciting to see so many get together from many areas of central Missouri to share experiences and learn about being a Christian in a fun way.
In February, we had a spaghetti dinner and basket auction as one of our fund raising events.  We cleared $1615.00 thanks to the wonderful support of the congregation.  The Pepsi bank at the back of the church gained us an additional $110.00 towards our fundraising.  Other churches represented in our larger group had many other fundraising events such as a battle of the bands, cake auction and lock-in. 
Also, in February over the President’s weekend, Timothy and Erin Klippel attended CYE at camp Mo-Val as a youth and sponsor respectively.
            Due to the success of our fundraisers, on June 13-21, we were able to go on our mission trip to Denver, CO through the DOOR Program.  We had 19 youth and 7 sponsors from 5 area churches participating in this opportunity to learn about how others in our world struggle to just survive.  On our way to Denver, we spent the night at the Disciples of Christ Church in Burlington, CO.  We were able to attend their Sunday morning services prior to proceeding on to Denver. We found many similarities in their worship service including the sharing of joys and concerns in which our group participated.  While in Denver, we were divided into smaller groups and sent out to a variety of service organizations including food banks, Brother’s Redevelopment (a construction group providing low cost home repairs, etc.), Father Woody’s (a café for homeless, where people can get a meal and have their laundry done), and the Network Café (a place where those who are homeless can gather for Bible Study, companionship, job training, and a light lunch). Each evening we had time for reflecting on the day’s activities and were treated to a couple speakers from the area that have experienced being homeless or found a calling to help the poor and homeless for many years.  On Thursday, we went to the “mountain top” to have our final time of reflection and worship and be able to look out over the city of Denver as the sun set and the lights of the city came to life.  On Friday, we had a day of fun and for most, we had our first experience white water rafting.  It was fast and exhilarating.  On our return from Denver, we again stayed at the church in Burlington, and even got to experience some severe weather with the threat of tornados.  Thankfully, none came close and we were able to safely travel home the next day.
            During the Lenten season, we along with some of our younger youth performed a Good Friday drama. 
 In October, we encouraged all who wanted to come to church in their Halloween costumes to help in canvassing the congregation during morning worship service to trick or treat for UNICEF.  In addition to some monies collected on Halloween, we were able to submit a total of $280.34 for UNICEF. 
            On the Saturday prior to the first Sunday in Advent, the church was decorated for Christmas with a beautiful tree being donated by Timber View Tree Farm.  After that first Sunday, the tree had a little mishap and toppled over due to the stand breaking, but it recovered nicely and remained standing throughout the Christmas season.
            We have decided to spread our wings a bit for our next mission trip this coming spring/summer, June 13-19, 2010 and are planning to go to “Give Kids the World Village” in Orlando, FL.  Kid’s Village is a place that the Make a Wish Foundation sends children with serious and life threatening illnesses so that they can have a small reprieve from the sometimes depressing and anxiety producing reality of their illnesses or handicaps.  Meetings are already taking place and fundraising activities are underway including a quick partylite candle sale before Christmas that netted us $455.00.   
            We have already made deposits toward our housing for this trip and our checkbook ending balance for the year is:  $615.39.

The Board of Christian Education oversees the educational programs at Peace Church.  Sunday School classes are available for all age groups.  The BCE also oversees special events involving the children and youth of the church, such as the Easter egg hunt and the Graduation Banquet.

Peace Church’s Children’s Sunday School follows the “rotational” model.  This consists of a theme or topic, and for 6 – 8 weeks we rotate through different lessons covering that topic, using various methods, such as cooking, crafts, games, storytelling, music and science.  Curriculum topics for 2009 included:  “The Peacemakers,” “How the Bible Came to Be,”  “Images of God,” and “Peace’s Mission:  Impossible.”  Volunteer teachers this year included LeAnn Bullard, Jennifer McCollom, Kassie Hargis, Janet Beckmeyer, Erin Hargis, Cindy Glascock, Sharon Bullard, Charlotte Rathert & Angie Begemann.

 

The Adult Sunday School class (also known as the “Coffee & Conversation” group) has a very relaxed format.  The three to six week units covered a variety of subjects, from current events, to Bible study, to the ways in which we live our lives.  The sessions from 2009 included:  “Seasons of the Church,” “Angels,” “One Read:  The Shack,”  “Pausing on the Road to Jerusalem:  a Lenten Study,” The Book of James,” “The Role of Singing in Worship,” “Figures in the New Testament,” “Parables from the Back Side,” and “Rejoice!  Reflections on Four Season Hymns” (an advent study).  The class is open to anyone who would like to enjoy some fellowship and thoughtful discussion.

 

During 2009 the BCE constructed a list of guidelines for current and potential Sunday School/VBS teachers and volunteers.  The guidelines include information on the basic structure, cancellations/absences, safety/emergencies and contact information.  We rely so heavily on our volunteer teachers and helpers, that this guideline was created to be a resource and help answer some of the questions they may have.

 

Programs and activities organized by the Board of Christian Education:

 

v     Children’s choir performed songs they learned in Sunday School during the worship service several times throughout the year.

v     Organized Easter Egg Hunt.

v     Purchased appreciation gifts for teachers, Mother’s Day (seed packet cards), Father’s Day (handprint poem), and organized special recognition during the worship service.

v     Supplied meat, assisted with, and purchased gifts for the Graduation Banquet.  The BCE also donated $100 to the Southern Boone Senior Night.

v     Sponsored and organized a monthly Summer Coffee Hour.

v     Gave age-appropriate Bibles to children who are beginning the third grade (on Rally Day).

v     Organized Vacation Bible School.  This year’s VBS had a “game show” theme, and followed the rotational model, where the kids moved from station to station.  The mission was the Southern Boone Buddy Pack program. 

v     Organized a sports-themed Rally Day, and supplied the meat for the meal.

v     The BCE began a new “Movie Night” program, with two screenings in 2009:  “Fireproof” and “The Prince of Egypt.”

v     Organized the children’s service project for the Peace Church “Share Peace” Project, in October.  The children participated in a continuing service project of making ornaments for our mission team to deliver to families that have lost theirs due to disaster.

v     Began “Children’s Church,” a new monthly option for children from two years of age through pre-kindergarten.  After Children’s Time (during the worship service), children have the option to go downstairs for “Children’s Church,” where they learn short Bible verses, have stories, crafts, play, etc.  In conjunction with this program, the third Sunday of each month was designated “Family Day,” and children of all ages have a more active part in the worship service (greeters, ushers, etc.).

v     Coordinated with Alisa Lau Sieckman to present a children’s mime performance in November.

v     Sponsored a “Hat & Mitten Tree” for the benefit of the Southern Boone Primary and Elementary schools.

v     “Adopted” a local family to help at Christmas, and organized the gift drive for that family.

v     Organized the Children’s Christmas Eve program.

2009 Disaster Recovery Committee Report

 

       The group has completed fifteen years of service to our friends in need.  The following is a list of places we have been, the miles traveled, the man hours provided and the costs.  Please enjoy.

       We have traveled 33,038 miles @ $.35 a mile, the cost figures at $11,563.00.

We had completed 10,831 man hours of work.  Divided by 2,080 (hours per work year), this calculates to 5.21 years of labor.

      We have spent a total of $15,243.19 in the last fifteen years.  Minus the expenses for mileage (estimated above of $11,563), $3,680.19 is the remaining expenses (meals) for the trips.  Divide these expenses with the total man hours and we have worked for $1.41 per hour.

      I wish to express to each member of Peace Church my sincere gratitude for your support to Disaster Recovery.  The Outreach Ministries of Peace Church will continue to grow, if we just remember to “Pass It On”.

2009 Disaster Recovery Committee Report

 

     The week of March 14-20, the group traveled to Granby, MO to assist in the repairs after a tornado went through the community in May of 2008.  We were joined by a group from Martinsburg, PA and Central UCC of Jeff City.  During the week, three homes were repaired.  The repairs included electrical, plumbing, roofing, siding, garage door and other miscellaneous items.  Those individuals making the trip were Klif Bullard, Benny Jestis, Don Wilson, Rick Hilgedick, Dave Decker, Dale Lenger and Jim Brune.  The cost of the trip was $540.00.

      The week of September 28 through October 2, the group traveled to Neosho, MO to help the Wortman family get back in their home after 16 months.  During this week, the group installed the electrical wiring for the house, siding and sheetrock.  Don Wilson, Klif Bullard, Matthew Nervik and Dale Lenger made the trip.  The cost for the trip was $454.00.

       The weekend of December 4, 5 & 6, the group was asked to return to Neosho, MO in hopes of getting the Wortman family in their home before Christmas.  The group stained and sealed log siding and car siding to be installed in the interior of the home.  We were successful installing the car siding on the ceiling of the vaulted “great” room.  Don Wilson had brought his airless sprayer which was used to apply the stain.  It was also used to put a primer coat of paint on the entire interior of the house and paint the ceilings. Don Wilson, Dave Decker and Dale Lenger made the trip.  The cost of the trip was $190.00.

2009 Promoting Christian Education at Peace (PCEP) Report

 

During 2009, 16 campers and 2 counselors enjoyed summer camp at MO-Val, Tambo, and Shannondale UCC campgrounds.  Everyone reported having a good time and most are planning on attending in 2010 along with new 1st grade graduates who will be eligible this summer.  Thanks to the funds that are available through PCEP and the church congregation donations, these children all pay a small portion of the cost which allows so many more to attend.  Thanks for all you do to help send kids to camp!

2009 Annual Report

         

Peace United Church of Christ

St. Andrews Lutheran Church

 

In 2009, Peace UCC and St. Andrews Lutheran Church, Columbia again partnered for the Foods Resource Bank Project. The friendship between the two congregations has grown as we work together to combat world hunger and “city” people in both congregations have gained a real appreciation for farming and farmers.

 

The Foods Resource Bank (FRB) is a mission project whereby we grow and harvest a crop, sell the crop, and the resulting cash is used by the FRB to implement a food security project. Food security means “helping hungry people feed themselves” so they can grow their own food & can count on having food and can experience the dignity of feeding themselves and their families. Beyond distributing food supplies, FRB provides seeds, tools, fertilizer and education about composting, raised beds, drip irrigation, wells, proper harvesting and storage. It often partners with other in-country projects which provide leadership manpower.  FRB is interdenominational in that over 11 denominations participate  with projects in over 15 countries.

 

In 2009 St. Andrews and Peace raised over $25,000 for the FRB. The exact final figure is not available yet because some of the crop is not sold. St. Andrews raised $10,200.00               and approximately $3,966.82 (more as soon as the beans are sold) was contributed by the members of Peace UCC and the growing project. This was a combination of “city people” monetary contributions and “farmer people” contributions of land, equipment & labor and “corporate” contributions of seed and fertilizer. Our goal for 2009 was to again raise as much as we did in 2007 (over $25,000) weather permitting and we have met that goal. In 2008 we only raised $ 10,924.86 (includes St. Andrews) due to the excessive rain which wiped out some of our fields.  Our goal for 2010 is to exceed $26,000.

 

The difficult economic times of 2008 became worse in 2009 for our people. Even so, we need to remember we have shelter, heat and food. We must heed the call to share what we do have with God’s children who have none of these. We look forward to the 2010 Growing Project.

ENDOWMENT FUND FOR PEACE UNITED CHURCH OF CHRIST

 

A.        RESOLUTION FOR AMENDMENT TO THE CONSTITUTION OF THE PEACE UNITED CHURCH OF CHRIST, HARTSBURG, MISSOURI

 

            “An Endowment Fund shall be established.  The purpose, governance and operational procedures are hereinafter defined by a special resolution adopted by the Congregation.”

 

B.        RESOLUTION TO IMPLEMENT THE ENDOWMENT FUND

 

            “Whereas, Christian stewardship involves the faithful management of all the gifts God has given to us - time, talents, the created world and money, including accumulated, inherited, and appreciated resources; and

 

            Whereas, Christians can give to the work of the church through bequests in wills, charitable remainder trusts, charitable gift annuities, assignment of life insurance, and transfer of property (cash, stocks, bonds, real estate, etc.); and 

 

            Whereas, it is the desire of the Peace United Church of Christ, Hartsburg, Missouri to encourage, receive and administer these gifts in a manner consistent with the loyalty and devotion to their Lord expressed by the grantors in accord with the desires of this congregation;

 

THEREFORE BE IT RESOLVED, at the Council meeting assembled on (date) that Peace United Church of Christ approve and establish a new and separate fund to be known as THE ENDOWMENT FUND OF THE PEACE UNITED CHURCH OF CHRIST, 121 North First Street, PO Box 19, Hartsburg, Missouri 65039 (hereafter called the “FUND”).

 

BE IT FURTHER RESOLVED, that the purpose of this FUND is to enhance the mission and outreach of the Peace United Church of Christ and

 

BE IT RESOLVED, that unless otherwise specified by the grantor, the principal amounts of the gifts to this FUND will be retained and preserved, and that only the income earnings from the managed investments of the principal may be expended, and

 

BE IT RESOLVED, that an Endowment Fund Committee (hereinafter called the “Committee”) shall be established to be the custodian of the FUND and

 

BE IT FURTHER RESOLVED, that the following Plan of Operation be set forth for the administration and management of the “FUND.”

   

C.        PLAN OF OPERATION

 

            1.  THE COMMITTEE

 

The COMMITTEE shall consist of three (3) members, all of whom shall be active members (but not members of the Church Council) of the Peace United Church of Christ, Hartsburg, Missouri.  Except as herein limited, the term of each member shall be three (3) years.  Upon adoption of this resolution by the congregation, it shall elect the three (3) members to the Committee; one (1) for a term of three (3) years; one (1) for a term of two (2) years; and one (1) for a term of only one (1) year.  Thereafter, at each Annual Congregational Meeting, the congregation shall elect the necessary number of members to three (3) year terms to complete the COMMITTEE.  No member shall serve more than two consecutive terms.  After a lapse of one year, former members of the COMMITTEE may be re-elected.  The Minister, the Church Treasurer, and the President of the Council shall be Advisory members of the COMMITTEE.  The Council shall nominate members to the COMMITTEE in the same manner as for Church Boards via the Nominating Committee.  In the event of a vacancy on the COMMITTEE, the Church Council (President) shall appoint a member to fill the vacancy.

 

The COMMITTEE shall meet at least semiannually or more frequently as deemed necessary in the best interest of the FUND.  A quorum shall be two (2) members.  A majority of the COMMITTEE shall carry any motions or resolutions.

 

The COMMITTEE shall elect from its membership a Chairperson, FUND Treasurer, and a Recording Secretary.  The Chairperson, or a designated member, shall preside at all COMMITTEE meetings.  The FUND Treasurer shall maintain complete and accurate books of accounts for the FUND and shall be empowered to sign checks and all other documents on behalf of the congregation in furtherance of the purposes of the FUND.  A counter signature or co-signaturee of the Church Treasurer is also required.

 

The Recording Secretary shall maintain complete and accurate minutes of all meetings of the COMMITTEE and supply a copy thereof to each member of the COMMITTEE and to the Church Council.  Each member shall keep these complete minutes to be delivered to his/her successor.

 

The COMMITTEE shall have its books audited annually by a qualified person (who is not a member of the COMMITTEE) for presentation with its Annual Report to the Congregational meeting.

 

The COMMITTEE may request other members of the Congregation to serve as Advisory members and/or, at the expense of the FUND income, may provide for such professional counseling on investments, accounting, or legal matters as it deems to be in the best interest of the FUND.

 

All assets are to be held in the name of THE ENDOWMENT FUND OF PEACE UNITED CHURCH OF CHRIST, HARTSBURG, MISSOURI.

2.         ACCUMULATION AND DISTRIBUTION

 

The COMMITTEE shall determine what is principal and income according to accepted accounting procedures.

 

Gifts and Bequests to the FUND, unless otherwise specified by grantors shall accumulate until the principal amount of $100,000 is achieved, after which the income generated by the FUND principal shall be expended annually and at such other times as deemed necessary and/or feasible to accomplish the following purposes unless a dire emergency is declared and voted on by a special or called meeting of the congregation.

 

A.        20% for outreach to the community in support of the benevolences and mission interests of the church and/or for the wider mission of the United Church of Christ at home and abroad; e.g. U.C.C. colleges and universities, new church development, educational ministries, disaster relief, etc.  Such allocations are in addition to the benevolence budget.

 

B.        30% shall go to building maintenance, repair, or replacement

 

C.        30% shall go to church budget to supplement the “housing allowance fund” to supplement housing costs for the minister so that we may continue to attract and retain qualified ministers as housing prices increase in Southern Boone County.

 

D.        20% shall go to special projects such as special music programs, community programs, etc. Proposals for special projects shall be approved by the Church Council.

 

The COMMITTEE shall direct and will not manage the investment program deemed appropriate by the COMMITTEE.  The COMMITTEE will direct the management agency (brokerage firm, investment counselor, Trust Department, United Church Foundation).

 

A yearly review of investment products will be included in a written statement.  This statement is to be filed with annual reports.  These investing tools will be evaluated periodically but not less than every three (3) years.

The COMMITTEE has the authority to accept/reject gifts of Real Property and other assets if such gifts present a risk, hazard, or liability.  (i.e., a gift of real estate that is contaminated and violates Federal/State/Local environmental laws).

 

The above statement of review is not to be merged with the Treasurer’s Report or Annual financial reports of the Corporation.  The FUND financial and status reports are to be included in the Annual Report.

 

A separate report (from the annual budget) to the Congregation shall be made by the COMMITTEE members.  Included will be specific acknowledgement of donors (if permitted).  Such donors shall be recognized in the FUND status reports.  Donors or their families shall receive personal acknowledgement.

 

The COMMITTEE shall create an appropriate means to publicize the results of the FUND and the COMMITTEE’S decisions to allocate monies.

 

If the intended goal of a restricted gift to the FUND no longer exists, the COMMITTEE has authority to seek a court ruling to change said restriction.

 

The COMMITTEE shall review all present and/or existing special Funds from church records or Probate Court concerning restrictions and direction of the grantor.  Such records should be reviewed yearly to assure wishes and/or intent is being honored.  Undesignated Special Gifts funds may be transferred to the Endowment Fund if Trustees permit and approve.

 

The Fund will be responsible for any requirements of the Federal or State Internal Revenue Service to file annual Tax returns and divulge complete information if an audit is required.

 

In the event the COMMITTEE directs that an asset of the FUND be disposed or liquidated, the grantor or his/her heirs shall be notified in writing of such disposal.  If the grantor and his/her heir’s address is unknown, notice may be accomplished by publication in a newspaper service in Boone County, Missouri.  The intent of the grantor must be honored and respected to the extent such intent is consistent with the goals and objectives of the COMMMITTEE, as set forth above.

 

3.         AMENDING THE RESOLUTION

 

“BE IT FURTHER RESOLVED, that any amendment to this document which will change, alter, or amend the purpose for which the FUND is established will require for adoption a vote of 80% of members present at a duly called congregational meeting for the specific purpose of amending this document.”

 

4.         DISPOSITION OR TRANSFER OF FUND

 

“BE IT FURTHER RESOLVED, that in the event the Peace United Church of Christ, Hartsburg, Missouri ceases to exist either through merger, separation from the United Church of Christ, or dissolution, all funds shall be given to the Missouri Mid-South Conference of the UCC or to its descendent organization.  In keeping good faith with those who have donated funds, this provision cannot be changed by any means.

 

5.         ADOPTION OF RESOLUTION

 

“This resolution, recommended by the Council and accepted by the congregation at a duly called Congregational meeting, is hereby adopted.”

            An Endowment Fund for the Peace United Church of Christ, Hartsburg, Missouri was established by Congregational approval on                                       .  The purpose, governance and operational procedures are defined in the document entitled ‘ENDOWMENT FUND for PEACE UNITED CHURCH OF CHRIST.

Long Range Planning Committee

 

The Long Range Planning Committee met on March 11 and April 22, 2009.  The LRPC’s objectives are to identify long-range planning ideas, assign priorities, and look at the use of space within the church buildings with an eye toward long-range goals.  Ideas identified by the group are listed in the table below, with status information on the one area where progress has been made.

 

Youth Room

·   Need a place for the youth to call their own. 

·   Need furniture, Wii or similar, flat screen TV, etc.

·   Would be good to have this room with proximity to kitchen and restrooms.

·   Need some input from middle-schoolers—consult with BCE for planning and programming.

Lot next to playground

·   Put a pavilion (gazebo) where the shed is.  Something like a picnic shelter, where VBS activities, etc., could take place outside.

·   Outdoor water fountain

Playground—move to other lot

·   Emergency repairs going on now

·   Will remove fence as it is in severe disrepair

·   Move swingset to the other lot

·   Tearing down wooden playground structure and replacing swings

·   Design/build new wooden structure

·   New fence as funds are available

·   Need to make sure well is filled in

Current status:  playground equipment has been moved and repaired.  Fence has been removed.

Parking lot expansion (former playground area)

·   At some point, add more gravel for additional parking to former playground area.  Consider use of parking lot “paving” money or other funds as available, for expansion of gravel area, but still pave a handicapped parking section.

Grounds

·   Ornamental trees on south side of church by road

·   Taller trees such as pines on west side of church, in median between parking lot and road

·   Field south of church and across street.  If it ever comes up for sale, would be nice if church could consider buying it.

Main entrance to sanctuary

·   Double doors are very heavy and difficult to maneuver

·   Hard to latch/unlatch doors

·   Tiles slippery when wet

·   Would be nice to have an awning again
